Circular Letter from His Eminence the Cardinal Secretary of State of His Holiness to the Most Reverend Ordinaries of Italy:
(…) VI. d) If at all times in Catholic Action discussions one must avoid seeking to impose one’s own opinion, citing words of the Supreme Pontiff that are claimed to have been said and heard in private audiences, this must be avoided even more so in Congresses; for in additionto the lack of respect towards the Supreme Pontiff, there is a considerable danger of misunderstanding depending on one’s personal views. The sure way to know what the Pope really wants is to refer to the public acts and documents issued by the competent authority.
